The National Civic Service of Senegal new partner of ICVolunteers

During the round table meeting held on September 21, 2007 at the International Conference Centre in Geneva, ICVolunteers signed a new partnership agreement with the National Civic Service of Senegal (SCN), a structure under the auspices of the Ministry for Youth and Employment, which promote citizenship, active participation and volunteerism among young people. The SCN is an alternative to the military service and offers different areas of involvement, such as the environment, health, literacy and digital solidarity. It mobilizes 18 to 35 year old students or graduates "in the building of national works". The partnership is going to link the national Agriculture Volunteers Programme, - which since 2003 has trained 1054 volunteers and has created 75 agricultural farms in all the departments of Senegal - to the ICV project on Breeding Information Points in the Sahel Region. Agriculture Volunteers will become field-connectors for the implementation of the "breeding information points" which will disseminate information related to epidemiology, the weather, the environment and socio-economic issues.

Le Service Civique du Sénégal nouveau partenaire d'of ICVolontaires

Le 21 septembre 2007, à l'occasion d'une table ronde organisée au Centre International de Conférences de Genève, ICVolontaires a signé un accord de partenariat avec le Service Civique National du Sénégal (SCN), une structure qui dépend du Ministère de la Jeunesse et de l'Emploi, et qui est chargée de la promotion de la citoyenneté parmi les jeunes, mais également de la promotion du volontariat. Le SCN est une alternative au service militaire, qui donne la possibilité de s'engager dans différents domaines comme l'environnement, la santé, l'alphabétisation et la solidarité numérique. Il s'adresse à des jeunes de 18 à 35 ans, scolarisés ou universitaires, dans le but de les mobiliser "pour des œuvres de construction nationale." Le sens de ce partenariat est de lier le Programme des Volontaires de l'Agriculture, - qui depuis 2003 a formé un total de 1054 volontaires et a créé 75 fermes agricoles dans tous les départements du Sénégal - au projet d'ICVolontaires Vitrines et Système d'Information dans la région du Sahel. Les Volontaires de l'Agriculture vont devenir des relais de terrain pour la mise en place de "points d'information" qui aideront dans la diffusion et la vulgarisation d'informations épidémiologiques, météorologiques, environnementales et socio-économiques.

ICVolunteers at the Internet Governance Forum
The Internet Governance Forum is an outcome of the Tunis phase of the World Summit on the Information Society (WSIS), which took place in 2005. Chaired by Nitin Desai, the UN Secretary-General's Special Adviser for Internet Governance, and Hadil da Rocha Vianna, Director for Scientific and Technological Affairs in Brazil's Ministry of External Relations, and hosted by the Government of Brazil, the second meeting of the Internet Governance Forum (IGF) will take place in Rio de Janeiro from 12 to 15 November 2007. ICVolunteers has been invited as a leading promoter of cybervolunteering and also as official representative of Maaya, the World Network for Linguistic Diversity (www.maaya.org).
Maaya will act as a catalyst during 2008, proclaimed by the United Nations General Assembly the International Year of Languages and by the European Union the Year of Intercultural Dialogue. The IGF will address an important range of Internet-related topics, such as Public Participation in Internet Governance, Access and Connectivity for Remote, Rural and Dispersed Communities, Human Rights and Neutrality in the Internet, Open Standards, Multilingual Global Internet, Digital Education, Cybercrime, Security and Privacy Challenges, Consumer Protection, Strategies for Developing Countries.

ICVolontaires au Forum sur la Gouvernance d'Internet
Le Forum sur la Gouvernance d'Internet (IGF) est une des résultats de la phase de Tunis du Sommet Mondial de la Société de l'Information (SMSI), qui a eu lieu en 2005. Présidé par Nitin Desai, Conseiller Spécial du Secrétaire Général des Nations Unies pour la Gouvernance d'Internet, et par Hadil da Rocha Vianna, Directeur des Affaires Scientifiques et Technologiques au sein du Ministère Brésilien des Relations Externes. La deuxième rencontre de l'IGF aura lieu à Rio de Janeiro, du 12 au 15novembre 2007. ICVolontaires a été invité en tant que spécialiste du cybervolontariat et représentant officiel de Maaya, le Réseau Mondial pour la Diversité Linguistique. Maaya sera amené à jouer un rôle de catalyseur à l'occasion de l'année 2008, qui a été proclamée par l'Assemblée générale des Nations Unies l'Année Internationale des Langues et par l'Union Européenne l'Année du Dialogue Interculturel. Le IGF traitera un ensemble de thématiques liées à la gouvernance de l'Internet, telles que: la Participation publique dans la gouvernance d'Internet, l'Accès et la connectivité des communautés rurales plus éloignées, les Droits humaines et la neutralité dans l'Internet, les Standards ouverts ou spécifications ouvertes, le Multilinguisme dans le cyberespace, l'Education digitale, la Cybercriminalité, les Défis de la sécurité et de la protection des données, la Protection du consommateur, les Stratégies pour les pays en voie de développement.

CYBERVOLUNTEERING
ICVolunteers at the ARNOVA Colloquy

Founded in 1971 as the Association for Research on Non-profit Organizations and Voluntary Action (ARNOVA) is a neutral, open forum committed to strengthening the research community in the emerging field of non-profit and philanthropic studies. With more than 1,200 members, ARNOVA brings together both theoretical and applied interests, helping scholars gain insight into the day-to-day concerns of third-sector organizations, while providing non-profit professionals with research they can use to improve the quality of life for citizens and communities. Principal activities include publications, electronic discussions and special interest groups. The annual conference, which will be held in Atlanta, (USA), from 14 to 16 November 2007, brings together researchers, scholars and practitioners from around the world to present and discuss papers related to issues in non-profit studies, voluntary action and philanthropy.
ICVolunteers has been invited to participate in a colloquy regarding Online Volunteering in International Contexts. Jay Wilson will be representing the CyberVolunteers Programme and will be presenting a case study entitled "Distance Volunteer Selection and Management: Scientific Development Projects in Africa benefiting from Volunteer Effort". The discussion will revolve around finding good solutions to managing volunteers at a distance, taking into consideration language and cultural barriers. Specific issues to be discussed include selection and training of volunteers, online management and documentation, and volunteer recognition.

CYBERVOLONTARIAT
ICVolontaires au Colloque ARNOVA

Fondée en 1971, l'Association pour la Recherche sur les Organisations sans but lucratif et l'Action Volontaire (en anglais Association for Research on Non-profit Organizations and Voluntary Action, ARNOVA) est un forum neutre et ouvert qui se consacre à travailler à une meilleure compréhension du secteur associatif, de la philanthropie et du bénévolat. Avec plus de 1'200 membres, ARNOVA relie à la fois intérêts théoriques et pratiques, en offrant aux étudiants un aperçu sur les enjeux auxquels sont quotidiennement confrontés les organisations du troisième secteur et en fournissant aux opérateurs de terrain des recherches utiles pour améliorer la qualité de vie des citoyens et de leur communauté. Les activités principales incluent des publications, des discussions virtuelles, des groupes de travail. La conférence annuelle aura lieu à Atlanta (Etats Unis), du 14 au 16 novembre 2007. C'est l'occasion de réunir, chercheurs, étudiants et opérateurs provenant des quatre coins du monde pour présenter et débattre des études les plus récentes concernant l'action volontaire, la philanthropie et le secteur associatif.
ICVolontaires a été invité à participer à un Colloque sur le Volontariat en ligne dans des contextes Internationaux. Jay Wilson, en tant que représentante du Programme CyberVolontaires, présentera une étude de cas intitulée "Sélection et coordination des volontaires à distance : projets scientifiques liés au développement en Afrique et bénéficiant du volontariat". La discussion portera sur les bonnes pratiques pour coordonner les volontaires à distance, compte tenu des différences culturelles et linguistiques et prendra en considération des questions particulières telles que la sélection et la formation de volontaires, la coordination et la documentation en ligne, la reconnaissance des efforts des volontaires.

The General Assembly of ICVolunteers-Switzerland, the Swiss branch of ICVolunteers, will be held in Geneva, on 29th November 2007.
